A married couple who happen to be two high-ranking EPD officers were arrested just before 4 Monday afternoon.
They face multiple fraud and misconduct-related charges.
Chief Phillip Smith says he was notified by another officer in April about the alleged misconduct.
That officer claimed Sergeant William Shirley and his wife, Lieutenant Stacy Shirley, were getting paid for off-duty employment at the Evansville Housing Authority that they never worked.
The couple also allegedly defrauded Dillard’s Department Store.
As part of the investigation, Stacy’s cell phone was seized.
Discrepancies in GPS location during paid time and incriminating text messages between the pair were found.
The couple has been released from jail and is on unpaid administrative leave.
